 If the people are afflicted with immoral habits that cause decay within themselves, then the Nation becomes weak and cannot resist strong attacks from other nations.
 Strength is developed by effort. Lack of effort causes weakness. Permanent success depends upon moral character.
 If the people are taught their lives depend upon the quantity of wealth they can cheat one another out of, then the moral character of the nation will be low and its life unsuccessful.
 Nations are developed by high principles. They are ruined by low vices.
